Eligibility
Applicants should ensure that they meet the ELIGIBILITY before submitting their JUPAS applications. Any fees paid are not refundable nor transferable to another year / other applications under any circumstances.
In accordance with the HKSAR Government's policy, only applicants with valid documentation confirming they are LOCAL students at the time of submission of applications will be accepted.
LOCAL applicants with past and / or current HKDSE Examination results are eligible to apply via JUPAS for admission to the programmes listed here, provided that they are NOT enrolled in full-time bachelor's degree programmes under JUPAS at the time they submit their JUPAS applications.
Applicants who belong to the categories below are eligible to apply via JUPAS:
- LOCAL applicants with HKDSE Examination results only
All local applicants (school and non-school applicants) who wish to apply for admission to the listed programmes on the strength of their HKDSE Examination results MUST apply via JUPAS.

LOCAL applicants with both HKDSE Examination AND other academic results
Local applicants whose HKDSE Examination results ALONE would make them eligible for application to the listed programmes can apply either via JUPAS or non-JUPAS, but NOT both.
Assessment of these local applicants applying via JUPAS will be based mainly on the strength of their HKDSE Examination results, while other aspects will be considered by relevant institutions as appropriate.
Applications from ineligible applicants will NOT be processed. For admission information, ineligible applicants should consult the institutions directly.
Applicants who belong to the categories below are NOT ELIGIBLE to apply via JUPAS:
- Non-local applicants
In accordance with the HKSAR Government's policy, ALL non-local applicants, regardless of whether they possess HKDSE Examination results, MUST apply for admission via the non-JUPAS route, and NOT via JUPAS.

Applicants currently enrolled in full-time bachelor's degree programmes under JUPAS
Applicants who are currently enrolled in full-time bachelor's degree programmes under JUPAS are NOT ELIGIBLE to apply via JUPAS, regardless of whether they wish to apply for admission on the strength of their HKDSE Examination results.
LOCAL applicants who have accepted offers in 2025 JUPAS Admissions Exercise and are subsequently enrolled in full-time bachelor's degree programmes under JUPAS are NOT ELIGIBLE to apply via JUPAS in the 2026 Admissions Exercise.
If such local applicants wish to apply via JUPAS, they MUST have completed the entire withdrawal process from the full-time bachelor's degree programmes at the JUPAS participating-institutions / the SSSDP institutions which they are currently enrolled in at the time of JUPAS applications; otherwise, their applications will NOT be processed.
The JUPAS Office will check the applicants' status with the 9 JUPAS participating-institutions and the SSSDP institutions, and request such applicants to provide supporting documents to prove their withdrawal status when necessary. If such applicants cannot provide the supporting documents, or the JUPAS Office receives confirmation from the institutions that such local applicants have not completed the entire withdrawal process, their JUPAS applications will be cancelled without further notice.
- Applicants combined HKDSE Examination and other academic results
Applicants who COMBINE their HKDSE Examination results with other academic results to meet the subject requirements for admission to the programmes under JUPAS are NOT ELIGIBLE to apply via JUPAS. Such applicants should consult individual institutions concerned for further information.
- Applicants without any HKDSE Examination results
Applicants who do not have any past HKDSE Examination results, nor will be sitting for the HKDSE Examination of the current admissions exercise are NOT ELIGIBLE to apply via JUPAS.
- Applicants with other academic results only
Applicants with academic results other than HKDSE Examination results only are NOT ELIGIBLE to apply via JUPAS.

For Applicants Who Belong to Categories LS2 – 9
Applicants who belong to Categories LS2 – 9 in accordance with EDB's Definition of Local Students are defined as local applicants.
Such applicants are required to provide valid identity documents proving they are local students / applicants (valid identity documents) when they create JUPAS accounts. They are advised to create JUPAS accounts ahead of the deadline as the JUPAS Office requires additional time to process verification, and applicants might be required to submit additional supporting documents in the verification process. Supporting documents other than the samples as shown in Definition of Local Students will not be accepted.
Applicants will be notified via emails#^ and SMS■^◊ within 10 working days or by the application deadline (whichever is earlier) on whether they are eligible for JUPAS application. The JUPAS Office will process the verification in sequential order according to the submission time. Only eligible applicants can continue to proceed their JUPAS applications.
The deadline for the JUPAS Office to check and approve valid identity documents within the application period (i.e. 9 October 2025 – 3 December 2025) is 3 December 2025 at 5:00 pm. Submission of valid identity documents after 3 December 2025 5:00 pm will be regarded as late applications.
Notwithstanding that JUPAS accepts their applications, applicants should not assume that their "local" status will remain unchanged after the acceptance of their applications.
It is applicants' responsibilities to report to the JUPAS Office immediately should there be any changes to their identity documents that affect their status as "local" or "non-local" applicants as defined in EDB's Definition of Local and Non-Local Students (including any updates / renewal of their identity documents) (Reporting Requirements). Their "local" status may change to reflect the changes to their identity documents.
If applicants' identity document(s) will expire on or before 1 September 2026, they are required to submit the updated / renewed document(s) to the JUPAS Office by 18 July 2026 in order to maintain their "local" status.
Applicants who fail to provide the updated / renewed identity documents by 18 July 2026 will be considered as non-local applicants. Although these non-local applicants' JUPAS applications will still be processed, they will be considered by the 9 JUPAS participating-institutions together with other non-local applicants applying via the non-JUPAS route. Non-local applicants, when admitted by the 9 JUPAS participating-institutions, will be required to pay higher tuition fees than local applicants. Please be reminded that non-local students are not covered under the SSSDP (Details).
For applicants who can produce their valid identity documents to the 9 JUPAS participating-institutions or the SSSDP institutions during admission / registration, the 9 JUPAS participating-institutions or the SSSDP institutions will determine their student status as "local" or "non-local" at the time of submission. These applicants should therefore check their status with the institutions accordingly. The JUPAS Office will NOT accept any valid identity documents after the deadline of 18 July 2026.
For Applicants Who Belong to Categories NLS1 – NLS3
Applicants who belong to Categories NLS1 – NLS3 in accordance with EDB's Definition of Non-Local Students are defined as non-local applicants.
ALL non-local applicants, regardless of whether they possess HKDSE Examination results, MUST apply for admission via the non-JUPAS route, and NOT via JUPAS.
Disqualification and Other Penalties for Making False Statements / Omissions
If applicants make any false statements, omit or misrepresent any information in their applications, or fail to comply with the Reporting Requirements, their applications may be disqualified. Additionally, the Institutions may withdraw or amend their offers, cancel their registration / enrolment, or terminate their studies. Any fees paid are non-refundable and non-transferable to another year / other applications under any circumstances.
# As email is one of the channels that the JUPAS Office, the 9 JUPAS participating-institutions and the SSSDP institutions will use to contact applicants, applicants must ensure that the setting of their personal email accounts will not filter out or place such correspondence in the trash / junk / spam folders.
^ Emails and SMS are delivered via third party network providers and therefore the JUPAS Office is not responsible for any delay, loss, transfer, amendment or damage arising from the transmission process via third party network providers.
Should there be any discrepancies between information contained in emails and SMS and applicants' JUPAS accounts, the information contained in the latter (i.e. the JUPAS accounts) shall prevail.
Applicants are strongly advised to log in to their JUPAS accounts to double-check the related information.
■ Since important messages and correspondence from the JUPAS Office, the 9 JUPAS participating-institutions and the SSSDP institutions will be sent via applicants' mobile phone numbers and / or mailing addresses, applicants SHOULD NEVER share their mobile phone numbers or mailing addresses with other applicants in order to protect any information related to their JUPAS applications.
◊ SMS will be sent with the Registered SMS Sender ID of #JUPAS to a valid Hong Kong mobile phone number.
Applicants who are current HKDSE Examination participating school students MUST apply via JUPAS as school applicants, regardless of whether they may be sitting for the 2026 HKDSE Examination as private candidates.
Applicants who are not current HKDSE Examination participating school students MUST apply via JUPAS as non-school applicants.
ALL local applicants (school and non-school applicants) applying via JUPAS on the strength of their HKDSE Examination results are considered on the same basis by the 9 JUPAS participating-institutions and the SSSDP institutions.
Local applicants with both HKDSE Examination AND other academic results, and whose HKDSE Examination results or other academic results ALONE would make them eligible for admission to the programmes under JUPAS, can apply

EITHER: via JUPAS on the strength of their HKDSE Examination results

OR: via non-JUPAS on the strength of their other academic results.
These applicants, however, CANNOT apply for admission concurrently (i.e. via BOTH JUPAS and non-JUPAS) to ANY programmes under JUPAS in the same academic year, regardless of whether the programmes are selected in their "My CONFIRMED Programme Choices". They MUST cancel either their JUPAS or non-JUPAS applications before they can proceed further.
